Elsie Scott Bio

Elsie Scott, PhD is the founding director of the Ronald W. Walters Leadership and Public Policy Center at Howard University. She served as President and CEO of the Congressional Black Caucus Foundation (CBCF). She has served as a deputy commissioner for the New York Police Department, executive director of the National Organization of Black Law Enforcement Executives (NOBLE). She has held executive positions with the DC Police Department. Dr. Scott has taught political science, urban studies, and criminal justice at several universities, including Rutgers, Central Florida, and North Carolina Central University. She earned degrees in Political Science which include her BA from Southern University, MA from the University of Iowa, and PhD from Atlanta University (now Clark-Atlanta). She serves on the boards of several nonprofit organizations, including the National Coalition on Black Civic Participation and the National Council of Negro Women. She is a member of Delta Sigma Theta Sorority.
