N. Joyce Payne, PhD currently serves as International Affairs and STEM Advisor to the President and CEO of the Thurgood Marshall College Fund (TMCF) and is a member of TMCF’s Board of Directors. She also serves on the board of directors of Cultural Vistas, an international student exchange organization and Morgan State University’ ASCEND Center for Biomedical Research Advisory Board.

She is a native of Washington, D.C. and earned her bachelor’s degree from the former D.C. Teachers College and her master’s and doctorate from the former Atlanta University. For nearly 25 years, she served as Vice President, Office for the Advancement of Public Black Colleges of the Association of Public & Land-Grant Universities (APLU). In 1987, she founded the nationally recognized Thurgood Marshall College Fund, which has raised more than $400 million in scholarships, leadership and capacity building support for the nation’s 47 public HBCUs.
